Hi Michal,
If it is December 1941, then this is the occupied territory of the USSR (most likely Estonia).
Are there any other signs in the full photo, - maybe other military or civilian officials?
This can help with ID.

Figure 2 is not Sipo/SD as he does not have the SD lozenge on the left uniform sleeve. Presumably Allg.SS or Waffen-SS.

Wondering if anyone can ID this man and or his cufftitle, this is as clear as the images can get.

Some letters are clear but overall it's hard to make out. I am not sure if there were CT for groups like Amt Schulungsamt /Amt Siedlungsamt /Verwaltungsamt etc.

Anyone recognize this officer of the Führer Begleitkommando during Hitler's visit to the front during the Polish campaign. This image was taken from the Otto Dietrich book on his trip.

Helmut Pfaffenroth (꙳ July 22, 1910 in Ebingen - †?). NSDAP member No. 353881 and SS No. 4451) listed as SS-Hstuf. from November 9, 1941, relegated to the rank of SS-Osch. In SS-Sdr-Btl. Dirlewanger from January 10 to July 22, 1943, where he received EK 2 on August 14, 1943, returned as SS-Stubaf. and became Adj.HSSPF Ost. As Hans Frank's adjutant, Helmut Pfaffenroth took to Bavaria three boxes of works of art selected by the governor, including the "Portrait of Lady" Lucas Cranach the Elder from the Wilanow collection. After the war, he was released to Poland, where, on February 11, 1948, he was sentenced to 15 years in prison in Krakow. After only three years, he was released on December 19, 1951.

Pfaffenroth was sentenced to 15 years imprisonment on 09.02.1948 but this sentence was changed by the Supreme Court on 13.04.1949 to 5 years imprisonment (only for membership of the SS).
