Yes, it is navy rocket.

What is this weapons system? Was it widely used by any chance? Odd I have not seen it before at all.

It was developed for Japan homeland defense. Type 4 20cm Rocket Launcher was mounted on Daihatsu boat to bombard emeny landing at the beach. It was tested in May 1945, but it is unknown if it was in the service or not.

Yes. The launcher is a special version for mounting on the ship. It was originally developed for launching anti-submarine 20cm rocket from the ship in 1944. But, standard 20 cm rocket was used on Daihatsu.
