I think this is SS-Oberführer Heinz Harmel. It is not my favorite person, but someone might like it.

it's definitly Harmel. In the book of Mark Yerger "Commanders of WSS" there are two other photos from the same series. Also I have video from the Wochenschau with Harmel in this place.
