My best guess would be German EMC 1 (German nomenclature EMC mit K.A.)

I don't know which type, but it's not EMC mit K.A. (ref attached illustration).

I don't know for sure, but the only german candidate I can find is the magnetic EMF (see attached images), but it's not the correct cupola...
As the photos are from Norway, I think a norwegian "pendelstossmine" might be an option (ie a contactmine with internal pendolum-mechanism like the M/1911, M/1913 and M/1917):
The mine in your first photo seems to have a german anchor, but it's plausible they made a "hybrid" utilizing surplus materiel (post-war, we made several "new" minesystems using different combinations of norwegian/british/german cupolas, anchors and sensors/igniting-systems - like the N26, N29 and N49 mines).
I have seen a photo claiming to be of a german non-explosive sweep-obstructor using an EMC-type cupola, but it's not documented in any of my german manuals (also, it had a couple of - presumably fake - horns on top...).

It was designed to float to their destination area with a sail attached or just by currents.
The mine assembly contained a delay fuse, which would activate the anchoring system, and the mine would then anchor itself at the estimated (enemy) area as any normal contact mine.
