The papers are for the social insurance in the German system. The employer has to pay to the insurance and the employee get it annotated on that card.The amount of payment to the insurance depended on the salary for the timeframe. It is important to have a proof of payment to make sure that the employer made the correct payments. Today it is basically still the same.
