It's a G7a(TI) with the type 1210 exercise head (it was an older model - ie pre WW2 - with a single blowing-mechanism, later replaced by the dual-mechanism type 1215 head).

Just for the record: Besides the G7a(TIü) variants, which were specifically designed for training purposes alone, there were no training torpedoes as such. All torpedoes could be used for training by replacing the warhead with an exercise head.

Found this on eBay the other day: A bit of a "rarity"...
Again it's an early manufactured G7a(TI), but it has been retrofitted with the improved TA-II depthmechanism around 1942 or later.

I don`t have any information about the models of torpedoes used by Dutch in their cruisers...

According to my limited litterature covering dutch torpedohistory, the photo shows the Admiralen-class destroyer "Van Ghent" (renamed from "De Ruyter" in 1934).
It had 2 x 3 53,3 cm torpedolaunchers and Whitehead Type IV torpedoes (quote). I have never heard of any "Type IV" Whitehead torpedo, and the torpedo in the photo doesn't look like a Whitehead to me - definately not a Model IV (mind you: Not my main area of knowledge though).

The only thing I'm sure about, is that the torpedo is not german (ie G/7, G7v or G7a(TI)). If I'm forced to make a guess, I think it looks more like for instance a sovjet Type 53-36 or later.
