The appointment of Gaustab des Deutsche Volkssturms under the Gaustabsführer

Bormann and the Party chancellery at once set about developing, in their own authorities and the NSDAP, rhc administrative structure for the Volkssturm. The implementing instructions for the Fuhrer decree of 25 Sept. 1944 began by requiring the Gauleiters to appoint an assistant to have charge of all Volkssturm matters at Gau level. The choice of this assistant, who bore the title of head of Gau staff, was to be decided to a major extent by his 'loyalty to the Fuhrer, steadfastness, and soldierly expertise' . Bormann also had Working Group V set up in the Party chancellery, on which all NSDAP organs involved with the Volkssturm were represented; its purpose was to coordinate the building up of the force within the Party organization. Actual control of it inside the Party chancellery was however by the newly created Amt TI V under Hans Bofinger, where all decrees, orders, and announcements for the Volkssturm were drafted when they had any connection with 'political matters'.

Himmler, in his area of command, had created for all military matters a Volkssturm staff entrusted to Gottlob Berger, head of the SS main office. There were still a few disagreements between this office and the Party chancellery's working group, sparked off most of all by Berger's official title. A number of Gauleiters also complained about Berger encroaching on their sphere of competence. By early November at the latest, however, all unclear points had been sorted out.

Recruitment Call-up

The actual setting up of the Volkssturm began immediately after the public announcement of it on 18 October 1944· The local branch leaders drew up lists of men aged 16 to 60 in their areas, and had them attend 'registration roll-calls'. In contrast to the Heimatflak and construction of defences, this recruiting affected all authorities, institutions, and organizations in the Greater German Reich. Every man between the ages of 16 and 60 was to be enrolled in the Volkssturm, irrespective of whether he was in a reserved occupation, had no reserve liability, or had been excused military service on health grounds.

To give an idea of the scale at which the NSDAP was operating here, it is enough to point out that on 30 September 1944 a total of 13,535,300 men were working in the Third Reich's war industry; through the Volkssturm the Party thus had access to a group larger in numbers than the Wehrmacht with its 11.2 million troops. The NSDAP's task was to organize militarily on the home front more than 13.5 million men and give them political leadership- to make ideological fanatics of them, committed by oath to the needs of a defensive war.

The Swearing of the Oath

It was thus only logical that the swearing-in of the Volkssturm should be held on 9 November 1944, probably the most important day of commemoration in the Party's calendar. Throughout the Greater German Reich units of the Volkssturm took their oath as part of the Party celebrations. The wording of it was created by the Party chancellery, and ran: 'I swear by God this holy oath: that I shall be unconditionally faithful and obedient to the Fuhrer of the Greater German Reich Adolf Hitler. I vow that I shall fight valiantly for my homeland, and will sooner die than give up the freedom, and with it the social future, of my people.'

The Legitimacy of the Volkssturm, Military Principles and Training

Between November 1944 and April 1945 the Volkssturm was built up by the Party chancellery and Reichsfuhrer SS into a formation committed to classic military principles. lt was organized in battalions, companies, platoons, and sections, in each of which a leader was duly selected and trained. Members of the Volkssturm were, in accordance with the 1907 Hague Convention on the Laws and Custom of War on Land, identified as combatants by an armband with the words 'Deutscher Volkssturm Wehrmacht'. Service within the Volkssturm was closely regulated. Military training, taking place on Saturdays and Sundays and occupying seven hours a week, included thorough instruction on weapons of all types. The unit leaders were trained on courses lasting 1-2 weeks. Where political education was concerned, Bormann had already on 22 October 1944 issued 'principles for guiding other ranks of the Volkssturm', in which he found endless new phrases for urging the leaders to school those under them 'in the most passionate hatred of the enemy'.

The Party chancellery's Dept. II V and Working Group V saw their main task as producing a flow of new material for the ideological indoctrination of the members of the Volkssturm. One such production was the multi-page booklet Deutscher Volkssturm - Der Dienstappell [The Call to Serve]; this was modeled on similar Party literature for commemorative occasions, and contained easily remembered slogans about the aims of the Volkssturm together with various songs extolling the fatherland. The more fanatical its members were, the more likely it would be in battle- so the Party chancellery thought- to help in making final victory possible.

Assessments and Reality

Bormann and his staff however seem soon to have realized that the military significance of the Volkssturm did not measure up to their original expectations. The Party chancellery received repeated complaints about the poor equipping of the Volkssturm with arms and clothing, and the inadequate military training of its units. This however merely explained the Volkssturm's inefficiency: it was compounded with a real design fault. Because of the extensive powers of the NSDAP in training the Volkssturm, the use of it in military operations had, in every individual instance, to be negotiated between the relevant Party authority and the army though the operations department of the army general staff had had it ensured by Berger in mid-November 1944 that when used in battle the Volkssturm would tactically always be under army command.

Although even Himmler supported the Wehrmacht position on this, Hitler occasionally made exceptions to the rule; he called on the C-in-C of Army Group Courland, for instance, to 'carry out the measures necessary for conducting the battle ... in a trusting cooperation with the Gauleiter', thus avoiding the Volkssturm coming directly under the command of the frontline troops. A great many Vollkssturm units went into action right in the front line, fighting to drive the Allied armies out of German territory; the force was besides often brought in as a guard garrison for forts and defence lines in the rear.


The Volkssturm's function thus seems to have had far more to do with keeping up a certain readiness to serve the country among the German population than with having any real military value.

Difficulties facing the Volkssturm and steps taken to fix those limiting factors.

The difficulties with the -combat effectiveness of the Volkssturm whose members, at first, were not attached to regular contingents, led Hitler to issue the following order to the High Command of the armed forces:

Experience in the East has shown that Volkssturm, emergency and reserve units have little fighting value when left to themselves, and can be quickly destroyed. The fighting value of these units, which are for the most part strong in numbers, but weak in the armaments required for modem battle, is immeasurably higher when they go into action with troops of the regular army in the field .

I, therefore, order. where Volkssturm, emergency, and reserve units are available, together with regular units, in any battle sector, mixed battle-groups (brigades) will be formed under unified command, so as to give the Volkssturm, emergency, and reserve units stiffening and support.

What was expected in The West.

From the The unit history of the U.S. 1OOth Infantry Division stated:

The enemy displayed an unbelievable fanaticism. Boys, old men, even cripples shot at our soldiers. All in all, it took eight days of the heaviest fighting. From one apartment block to the next our troops had to fight their way through the city. It was not until April 13, that the last SS man, the last Volkssturm member, the last Hitler Youth was beaten down and forced to the ground. (Kissel 1962, 84)

What was the norm in the West.

Similarly, Volkssturm units, numbering around 300 men from several communes in Ulm district, were assembled at an inn in Steinberg. When the signal was given for them to prepare for duty, with American forces approaching, only a small proportion of the Volkssturm men responded because it was clear that
any attempt to halt the enemy would be pointless.

Where Volkssturm units mounted resistance to the invader, it was mostly under duress. In Tailfingen, the Volkssturm assembled for service only after being threatened with summary execution for failure to do so. In Bopfingen, the Volkssturm was placed under the direct command of an SS unit which arrived in early April from Ellwangen. Elsewhere, Volkssturm activity generally amounted to Little more than guarding tank barriers. In Aufhausen, however, a rash attempt by the Volkssturm to halt an American tank led to shooting which damaged two houses on the edge of the commune.

For the most part, when enemy forces were poised to take a commune the Volkssturm dissolved itself. Its members in Aalen returned to their homes on 23 April. On the departure of the SS unit from Bopfingen, the local Volkssturm leader urged his men to go home and destroy their uniforms and weapons so as to avoid arrest when the invader arrived. Outside nearby Oberdorf, some Volkssturm men managed, under cover of darkness, to evade the SS unit whose young leader had demanded that they face a hero's death. Those who changed into civilian clothes slipped back into the commune unmolested, but those who remained in uniform were apprehended by American troops.

Losses

Total losses of the Volkssturm can only be reconstructed from a card index of 175,000 names of its members. Besides thousands officially declared dead, mainly in the areas of the western front, 29,687 were still listed as missing in 1963 and must be presumed dead. When the battle for Konigsberg (Kaliningrad) was ended, 2,400 Volkssturm troops had been killed, while the defense of Breslau (Wroclaw) claimed 1,894 of its members. Thus it can be seen that Germany's People's Militia, in spite of varying degrees of combat effectiveness on the whole, did assist regular forces and paid a considerable toll in blood.

The Hitler Youth in the Volkssturm

The "third wave" of the Peoples Militia was reserved for boys of sixteen to nineteen not already in uniform. Since most of these youths were under the authority of the HJ or the Labor Service, these affiliates were made responsible for their induction. Party, SS, and HJ were supposed to work in harmony to implement this final sacrifice of the younger generation.

The idea of creating an "iron reserve" of 100,000 sixteen-year-old boys was first broached by RJF Chief of Staff Helmut Mockel in a telegram of 2 August 1944 to Dr. Wilhelm Stuckart, the state secretary in Himmler's Ministry of the Interior. Pressured by defense commissars, Mockel requested a decision from Himmler, barely containing his enthusiasm for "self-defense squads" to fight acts of terror by enemy guerrillas. Stuckart agreed that a nationwide network of adolescent squads should be organized on a volunteer basis, but with the understanding that compulsion could be used to enforce uniform training. It was assumed that SS officers would train and command these units.

In order to outmaneuver Albert Speer and Fritz Sauckel, both of whom were bruiting about similar projects, Stuckart and Mockel wanted to mobilize a contingent of 40,000 immediately. Ever alert to competition, Martin Bormann soon joined the contest against the minister of armaments (Speer) and the plenipotentiary general for the utilization of labor (Sauckel).

In the fall of 1944 Bormann had issued standing orders that all party officials, including HJ leaders, were to drop their paperwork, grasp available weapons, and join the nearest military units to defend every inch of
German-held territory. That order was designed, no doubt, to scoop up anyone not mobilized by some other special order or general project, like the Peoples Militia. Artur Axmann, among others, was impatient to implement the HJ part of the Volkssturm decree. In January 1945 he sent an urgent telegram to Himmler demanding to know if the "third wave," composed of seventeen-year-aids, was to be mobilized for action on the receding Eastern Front. At the time Himmler could not give him a definite answer.

What gave these last-ditch efforts plausibility was the ominous fact that the basic machinery of party and government remained intact. Especially those institutional arrangements that supported the HJ-SS alliance seem to have functioned to the very end. Two months before the German surrender, the HSSPF was still issuing orders to recruit SRD boys for a special training course at Bad Ems by activating the HJ-SS liaison officers of local districts and the regional inspectors of the SRD, neither one of whom showed any signs of deserting their posts. Detailed plans were even made to assure prompt delivery of mail Courier service was organized so that orders and reports could be quickly carried from Bann to Bann and back and forth to regional and national HJ headquarters.

Acting as presumptive commander of the childrens crusade, Artur Axmann left no stone un-turned. On 3 April he presented a plan for tank destroyer troops (TOTs) to Bormann. The order to create these units had already been issued to the HJ, and model units had been trained and sent into action. A battalion of 700 Berlin boys had been hauled off to Gotha. They were part of a larger brigade of 4,200 boys who had undergone 3 weeks of haphazard training. Subsequently 2,000 of them were attached to the Ninth German Army fighting on the Beeskow-Storkau-Strausberg line. The remaining 1,500 TOTs were put at the disposal of the Berlin commandant and committed to defense on the perimeter. A Bormann subordinate, Dr. Metzner, along with Emst Schliinder, the premilitary training chief in the RJF, and the regional HJ leader inspected these bazooka boys during the day of 3 April with apparent satisfaction.

Bann 366 in Berchtesgaden was in even better shape. Proximity to one of Hitters official residences meant that an SS unit was housed there and was prepared to arm the HJ to the teeth. The courier unit had 84 boys, while a total of 512 boys in all were ready to receive arms whenever the SS decided to issue them. Cooperation between the district training camp, the Youth Home in Einring, the LD Camp, and the KLV camps had been planned in detail.

The Bavarian HJ was never called to action. By the time George Pattons American tanks got there it was all over. In Berlin, however, it was a different story. Klaus Kuster was not yet sixteen. He specialized in knocking out Russian tanks at a range of less than sixty yards. There were more than a thousand boys like Klaus doing the same thing in those final days of April, while the man who inspired such senseless sacrifice slowly played out the final pathetic strains of his life, deep beneath the ruins. Himself only twenty-six, SS Captain Dieter Kersten commanded a battalion of 300 HJ boys during April. After vicious house-to-house combat, a mere fifty of them were left, but these found a Werewolf nest near Halensee and fought on beyond 2 May, when Berlin had already capitulated.

The man responsible for this turn of events was none other than the thirty-two-year-old youth leader, Artur Axmann. Apparently on his own initiative he had decided to commit his TOT in the Battle of Berlin. One
bleak April day he stormed into Hitlers bunker to announce to the commander of the 56 Panzer Corps, General Karl Weidling, that the HJ was ready to fight and was even then manning the roads in the rear of the 56 Corp. The generals reaction was not what Axmann expected. Weidling was so enraged that he became temporarily inarticulate, but finally denounced Axmanns plans for the stupidity that they represented:

"You cannot sacrifice these children for a cause that is already lost. I will not use them and I demand that the order be rescinded." Axmann's flustered promise to countermand the order never reached the boys, if it was in fact ever issued. The units remained in their positions on 18 April. In the following two days they were ground to bits by Russian tanks.

Goebbelss "total war" mobilized the younger generation as it did everyone else. The creation of the Hitler Youth Division (HJD) within the W-SS expressed a sense of desperation and foreboding doom. The HJ was also
an essential element in the so-called Peoples Militia (Volkssturm ), which was supposed to incorporate all able-bodied males. In the end, more sinister and brutal schemes were hatched that envisioned the formation of a clandestine guerrilla army, made up largely of HJ boys and BDM girls.

These children were expected to conduct sabotage and assassination behind enemy lines, wreaking havoc on occupation troops and Allied collaborators. That such schemes should have been thought of is a natural
concomitant of the ideology which informed the HJ-SS alliance. That these schemes should actually have begun to emerge in the twilight of Hitters empire is proof of the effectiveness of that collaboration. The HJ-SS symbiosis climaxed in blood and destruction during the chaotic death throes of the Third Reich and extended beyond total surrender to radical political activity in the postwar years.

The Volkssturm In The East

Konigsberg was surrounded by the Red Army in January 1945 and no fewer than 10,000 Volkssturm (eight organized battalions) fought alongside at least 25.000 regular troops in the 11 week defense during which one Sturmann won the Knight's Cross of the Iron Cross for his work in close combat tank destruction. The fate of the Volkssturm when the city fell to the Red Army in April makes sad reading for all the officers and 3,000 of the survivors were shot by the Russians.

In Pomerania as well as East Prussia local Volkssturm units often fought tenaciously. During February - March 1945 almost 400 Russian tanks were destroyed there by use of the ubiquitous Panzerfaust often transported on motorcycles or bicycles. On one far from exceptional occasion, a bicycle AT company drove off 15 tanks in the morning and, in response to an afternoon telephone call from the local forestry station, pedaled after another marauding Soviet tank group and knocked out six of its number. At Kolborg (Kolobrzeg) on the Baltic coast a mainly Volkssturm garrison held out for three weeks to cover the evacuation of 80,000 refugees and
wounded.

Unquestionably the most impressive Volkssturm assisted defense was that of Breslau, a Silesian City which held out to the end of the war. The 15,000 home guard fought alongside 35,000 more regular troops, the equivalent of two improvised Army divisions, an SS regiment and one of Lutwaffe ground staff. Seven Soviet divisions ware tied down from 14 February until 6 May when the garrison surrendered on terms that were not kept.

The Berlin Volkssturm were not able to fought purely on home ground. As early as November 1944 four battalions were sent to clear fields of fire and lay mines along fall-back positions over the Oder about 100 miles east of the capital, 1st Belorussian Front smashed through these defenses before dawn on a day in 'Black January' 1945. Over 70 battalions were deployed between then and March along the Oder and Neisse to flesh out the skeleton armies for the last battle east of Berlin. In the capital Itself 30 battalions boasted 15 types of rifle end 10 of MG. Greek bullets were re-machined to fit Italian rifles, but on 16 April when the Russian steamroller began to heed for them each Sturmmann had on average five rounds for his rifle. Perhaps 80,000
Volkssturm bore the numerical brunt of the capital's defences but in the 10 days of fighting before final surrender they could hardly offer co-ordinated resistance when regular units were breaking up as well.

An example of the use of Volkssturm battalions outside their regional areas is that of an Austrian Battalion from Upper Austria called out in January 1945. The 560 men of this unit were given several days training In the open air, allotted to companies and en-trained for the front then along the Oder river. For days the Battalion not only held the Red Army tank assaults but went on to counter attack the face of massed artillery bombardments. Within five days half of the battalion was dead. There was no let-up the first change of clothes came only after six weeks in the line and with this the first letters from home. On 16 April Soviet infantry attacked in their final major offensive and under a fierce covering bombardment. They were flung back and attacked again, only to be driven back once more. Hour after hour the assaults came in and the Austrian Battalion held up the advance of 362nd Rifle Division, but by the 19th the enemy had broken through on another sector and with the danger of being outflanked, the Volkssturm battalion withdrew. But not in disorder, for during its withdrawal it destroyed 17 Soviet tanks in close quarter fighting. Then followed a march towards Berlin to relieve the capital city, but events overtook the battalion and with the end of hostility one half passed into Soviet prison camps while the other half managed to surrender to the Americans.
