Are you sure it is Göring and not Hess ?

As the beach seems still free of any anti-landing obstacles, I would think in the early days of the Belgian coastal occupation (june 1940) ... just mentioning; after the battle of Dunkirk would be impossible because that took place end of 44-45... so afterwards no Germans would be running around freely on the beaches... certainly not Goering
EDIT: JK isn't wrong technically ... the advance on Dunkirk by the Germans around mai/june 40 is considered to be 'the battle of Dunkirk', although it could hardly be called a battle; the Germans never stoped advancing, never had to take defensive positions, the allied just performed slowing-down-manoeuvres to gain the time needed to organise the evacuation... and we all know the stories about Hitler ordering his troops not to eliminate the BEF. But here in De Panne - where it took place - we prefere to call the events of 44-45 the 'battle', or more correct the 'siege' of Dunkirk... and the events of mai-june 1940 'operation Dynamo'
ljadw; I'm not the expert myself... but the little 'fat' guy just above the pole looks very Goering-like to me (if I'm not mistaken he became much fatter as the war proceded ... the way he is mostly remembered). I guess you looked at the two guys in the foreground??

The person looking through the optic device looks to me Rudolf Hess , I agree with ljadw .
there are more picture's from 1940 from Hess at Pas de Calais area .

The officer just above the pole is wearing a Heer uniform, not Luftwaffe !!
