Good morning,

almost certainly unidentifiable (unless there is a name on the back). This chap is not a general or even an army officer. He is a civilian police Leutnant in field grey. He wears a shortened version of the collar insignia as worn by Schutzmannschaft officers and the shoulder boards of a Polizei Leutnant.

The Admiral on the left is unknown. The Admiral on the right is Max Rollmann. Are they the same person?

#167 cannot be Rollmann as he was a full Geschwader Kommandant and the man on the left did not have a EK II or EK Ito show for. Also Rollmann had at least the rather distinctive HSH1. You can just make that out on his neck on the the rather blurry shot on the right and the top of the two breast star is that of the HSH1 bruststern.

Regarding Rollmann. He retired on 12 November 1913, therefore he couldn't have received the EK II or EK I. He didn't have HSH1, but instead HSH2a. Just from comparing the facial features and ears, there is no doubt it's Rollmann.
