Hello,
I guess it's an report signed by Wilhelm Frick (Reich Minister of the Interior in the Hitler Cabinet) who signified that he aggree with the nomination of Hauptmann der Schutzpolizei Erich Schäffer to the rank of Major in the same Schützpolizei
That is what I can translate and I hope that's what your are searching about this document

I was also looking for an opinion on the autograph. Does the Frick autograph look correct?

I have the similar document signed by Himmler. It is a quite common document with Himmler's signature (not sure about Frick) so less expensive. Your document looks fine.
