Greetings!

Just what was the designation of the Soviet naval institute in Feodosia concerned with torpedoes and mines?
Scientific Institute for Mines and Torpedoes?

I guess, the think in question is Zavod No. 238 near Feodosia (aka "Gidropribor" factory post-war) which was a facility for manufacture and research of torpedoes.
Research Institute for Mines&Torpedoes did really existed, but it was in Leningrad.

  AM T-411 Zashchitnik
  AM Dzhalita
  AM Doroteya
These vessels were apparently lent to this Institute by the Black Sea Fleet on 22 June 1941, with the indication "Attached to Mine & Torpedo Institute of Scientific [sic], stationed in Feodosia." Perhaps that could further define the institute?

From the database of Soviet factories Zavod No.238 in Feodosia was also known as "Torpedo test factory" ("torpedno-ispytatelniy zavod"). The same database also had only NIMTI in Leningrad as anything close to "Torpedo research institute".
These vessels were apparently lent to this Institute by the Black Sea Fleet on 22 June 1941, with the indication "Attached to Mine & Torpedo Institute of Scientific [sic], stationed in Feodosia.
They mean the ships stationed or the institute? I would propose the simplest version, namely that the Leningrad institute sent a group running some tests at factory No.238 in Feodosia. Or it could be just a mistake in the original source.
