arms sales to Great Britian 1914 or 1915

I thought I caught (Burt did not catalog) a one liner in English source that Yuan Shikai authorized sale or deliver of arms or ammunition in a covert operation wherein a Chinese warship was the means of deliver. Arms or ammunition had been delivered to China as part of 1913 or early 1914 purchases (Perhaps as part of Ten Mixed brigades expansion of 1913)? Arms had been delivered but not yet allocated to line force. Anyone have any data? Order would have been small enough to never get to Europe. British interest being simple need for arms as war entered 1915.
