This photo is dated 1937, it is German text and begin with the name Horst Wessel, obviously Horst Wessel is not the jockey, he died in 1930.
some translation, explanation apreciated

If I see correctly, looks like a name of horse race event hosted in Düsseldorf on the 17th of November 1937.
Name of the horse: Blumengöttin.

Although on the web page for Düsseldorf, this event from 1937 is not mentioned...

I agree with GregSingh.
The word after "Horst Wessel " seems to be "Ausgl." , which would stand for "Ausgleich".
