Nürnberg trial - selection of defendants

Studying Nürnberg trial I came to the conclusion, that selection of defendants was more or less random and there were at least several of them, who were accused randomly or by mistake and I would say, that for some reason several candidates were not included.

Franz von Papen - since 1934 pure ambassador

Karl Dönitz - what was the exact reason to found him guilty? formal responsibility for war actions for 8 days?

Julius Streicher - did not kept any office to which powers were vested, lacks intelligence and most probably mentally ill.

Walter Funk - he would share in my opinion faith with Schacht,
Dr. Hjalmar Schacht - he would share in my opinion faith with Funk,

Missing

Josef Bühler - accomplice of horrendous crimes against Polish people and Jews,
Otto Ohlendorf - head of SD Inland,
Oswald Pohl - head of SS - WVHA,
possibly
Werner Best, civil administrator of Denmark and head of Department 1 of the Gestapo;
Artur Greiser, Otto Thierack etc.

possibly all civil and military administrators of occupied territories?
