Sustained rate was
17cm K18: 2 rds/m
21cm Mrs 18: 1 rd/m

Can't help you with the max rate of the 17cm but for the 21cm it was 2 rds/m.

Although it should be said the maximum rates given for many German guns are more rapid rates of fire rather than true maximum rates i.e. the guns could fire faster than the maximum rate in desperate situations.
