Austrian officer sent to Turkey

Mates,

In rereading Serno, he mentions a visit to Vienna in 1915 and meeting Oberst Uselac, head of the Austrian Aviation.

He agreed to send an officer (shop foreman in a Propeller factory) to Turkey to help construction to set up a factory for propellers outside Constantinople.

Any ideas who he was and did he set up this factory?

I wrote an article on Austrian avition during WW1 but never heard any think about that officer and propeller factory. Even General Pomianskowski and Jung dont mention a word. I think it remained only as an idea.
Oberst Emil Uzelac established KuK aviation in 1912.
