When was this round available, was it in fielded for France?

The first 2 cm Pzgr Patr 40 batch was accepted by Waffenamt in March 1941, and first became available for issue under the Feldzeuginspektion in July 1941. The inventory on 1 August 1941 was 190 000 shells, and the first recorded usage was in October 1941. Production ceased in August 1942. In total, just under one million shells were accepted by Waffenamt from March 1941 to August 1942, compared to just under six million regular 2 cm Pzgr Patr in the same time period. Note that these numbers are specifically for the army, and therefore doesn't cover production for the Luftwaffe.

Bear in mind, however, that a lot of this consumption would have been by the anti-aircraft sections army units. I would imagine that armored cars would now have received that many, and APCR ammunition was generally communicated as being only for special circumstances.

But why would AA batteries fire that, unless it was being used against Ground targets ?

I think my assumption was they would fire a Clip of one type of round, and not a "Mixed" clip for AA
And For AA that would be HE (point detonating)
AP would be for engaging ground targets

Are you sure about this? I've seen claims that 2cm Flak never used APCR with merkblatt 1940-1942 documents used as proof:

Sorry about the confusion. My point was that that the other ammunition types (Pzgr, Sprgr/Brd Sprgr) would have been used by anti-aircraft guns, which will have inflated their usage numbers compared to the usage with the 2 cm Kw K.

Also, thank you for the manual link. It is of course just for that point in time, but it does answer the specific question.
