In my opinion, the ribbon does not present the EK 2 1939, but the KVK 1939, which was a very common award for RAD members and often worn in the button hole. In addition to that there are atleast 6 years between the two photos and his mouth+nose look very similar to me.

Karl von Wenckstern was the Generalarbeitsfuhrer of Gau IX Brandenberg- West at some point, but I believe that Herbert Bormann also held that position at one time. There is mention that Wenckstern also was Arbeitsgaufuhrer of Gau IV Pommern-Ost, as to when the shift occurred I am not sure.

Halfdan S., I wish I knew, as of lately, myself and a few collaborators have been doing a lot of research on the subject of the higher archy of all the RAD Generalarbeitsfuhrer's backgrounds and movements in the ranks.
