Help query: Who is this man?

Hello everybody,
I don't know who is this person with Adolf Hitler, Reader and Hermann Göring.
I think that the pic was token on the launching of the aircraft carrier Graf Zeppelin ?
Maybe some of yours is able to help me ?

Hi Prosper,
The person with Hitler, Raeder, and Goering isn't in uniform, and I don't recognize his cap badge as anything to do with the NSDAP or the Navy. I think he must be a senior official of Deutsche Werke in Kiel. I found a short British Pathé news clip of the launch. He is in the group on the rostrum.
