WW2 Japanese Shell?

WW2 Japanese Shell?

Is this a WW2 Japanese shell? The only markings I can make out are a DKO on the projectile and an anchor on the base. Approx 10 inches tall and between 1 1/2 and 1 3/4 inches diameter at the base.
