half off-topic, so I apologize before hand.
I just wanted to share this, which is quite amusing. Hitler vs Stalin

I'm not aware of regular comic books for kids, but there were a number of illustrated children's books with full-page illustrations plus text captions, these captions often included just the dialogue that was 'spoken' by the characters in the pictures, so I guess in a broad interpretation this could be seen as comics.
There were a lot of unoffending books, but also anti-Semitic works such as "Der Fliegenpilz" published by Streicher's Stürmer publishing house.
The German Propaganda archive has some further information on these:

As a more-or-less off-topic note, it is accepted that the comic book genre (in the true sense) was first introduced to Germany by Manfred Schmidt with his Nick Knatterton cartoons in the 1950s. Googled up a random fanpage (in German): http://www.my-page.at/knatterton/.
