SS-Ustuf Lothar von Seltman was an austrian member of the staff of Globocnick (born 12.01.1917 to Vienna).
He was in charge of ethnic german (Volksdeutsche) communication in relation of settling ethnic germans in the Zamosc Land on 42-43

Hi everybody.
Could anyone identify the thirs person for the right, just next to Josef Bühler?
To what rank does the horse shoe with a single star correspond?
