On base of my files I have just two Oberleutnants (Feldpilot/Flieger) who were awarded Eiserne Krone 3. Kl. two times until end of 1918:

Oberleutnant Alfred Albrecht
Oberleutnant Ludwig Szabo

both IR 76 and Feldpilot.

No need for the “WW2 General” or even the “Miroslav” clues. Navratil is as Ian said, the correct answer.
