Hello,
blue polish police was the urban uniform police.
Its strenght : 8 000 men
They were under authority of Kdr der Orpo of the district.
- in town : blue police was under Schupo
- in rural kreis the Kreishauptmann was the formal leader but it was under Gendarmerie;
It was involved into : trafic, public safety, administrative police.
They wore pre war uniform. Only change was the badge of the town to replace the polish eagle

there is numerous books upon Poland under german rules but few upon General gouvernement in english (at my knowledge)
