Hello! The officer is wearing what appears to be the Order of the German Eagle 1st Class at his neck. In the attached photo, Generalleutnant Emilio Esteban-Infantes, commander of the 250th (Spanish) Infantry Division, displays this order.

I think that the other award he´s wearing it´s the Old Guard of Falange Medal. With one Yoke in the bar. Falangist ribbon (M. de la Vieja Guardia. Con un Yugo en el pasador. Cinta de Falange)FANGIO wrote:What awards is he wearing?

La foto en cuestión me parece que corresponde al Tte. Ismael García Romeu, que combatió en
España como voluntario de la Legión en el comienzo de la guerra civil, después como Alférez Pro-
visional de la 5ª Bandera de Navarra y a finales de la contienda en un Tabor de Regulares.
Fue herido 5 veces, perdiendo 2 dedos de la mano izquierda, y en su incorporación a la DAV en junio de 1941, le faltaba el ojo derecho. Catalán y falangista es conocido como el Tte. Tirolaipe, por su grito de guerra en las acciones y golpes de mano que reralizaba. Perteneció al 1er. Batallón del Rgto. 262.

First Vierna is saying sorry because he only reads the english and can only answer writing in spanish.
Vierna says that the Officer of the pic might be 1st Lieutenant Ismael García Romeu, that he fought in Spain as a Volunteer in the Legion in the beginning of the Civil War, then as Alférez Provisional (2nd Lieutenant) in the unit named "5ta Bandera de Navarra" (literally: 5th Banner of Navarra) and on the final stages of the Civil War he fought in a "Tabor de Regulares" (I think there's a spelling mistake here with "Tabor", I'll have to ask Vierna to be sure).
García Romeu was wounded 5 times, loosing two fingers of his left hand, and by the time he joined the Blue Division in June 41, he had lost his right eye. Catalonian and from the phalanx (Falange-Falangista), he's known as Lieutenant Tirolaipe because of his war yell during the actions and strikes he made. He belonged to the 1st Battalion, 262nd Regiment.

Thanks for the translation. Actually, my girlfriend, who is from Puerto Rico, translated it for me, but she was somewhat baffled by the plethora of military terms!
"Tabor" refers to a battalion-sized element of Moroccan troops. The term is also used in French military parlance, as they enlisted goumiers in the Armee d'Afrique from 1908 until 1956.
