The caption actually says "Leader of the last german troops in Kamerun".

German photos fromDer Krieg in Wort und Bild,a German periodical 1914-19.Botha photo from the English The Great European War,1915.

Joachim von Heydebreck(1861-1914) was "killed in a fatal accident",November 1914(an accident with a rifle grenade?),hence replaced by Erich Viktor Franke(1866-1936) from the date.Franke had been based in SWA since the 1904 rebellion.

The Governor Theodor Seitz(1863-1949) surrended to Botha on the 9th July 1915,as shown in the photo above.Seitz had already served in Kamerun as Governor four times(1895-97,1898,1907-9,1909-10)before his arrival in SWA in 1910.

Victor Franke(1866-1936)
The hero of the relief of Omaruru in the Herero Revolt 1904.Awarded the PLM.Franke continued service in Südwestafrika and was a Major by 1914.Made Commander of German Schutztruppe DSWA in 1915,and surrended to British the same year.Made a Generalmajor in 1920.

The Omaruri Relief:

In January 1904, the violent uprising of the Herero people in Namibia started and Omaruru was strongly affected. The Herero raided the farms and surrounded the town. The Schutztruppe had left just shortly before to Gibeon, 400 kilometres south. Captain Viktor Franke, commander of the Omaruru company, returned with his men immediately after news of the uprising was received via heliograph. After a forced march of only five days, he managed to bring relief; first to Windhoek and then to Okahandja and eventually, he broke through the besieging ring around Omaruru to free the settlers. The watchtower dates back to the year 1908 when it was built in case of future attacks. To honour Captain Viktor Franke it was named after him.

Clashed with von Trotha over accepting the surrender of the Ovahherero.The latter refused to budge on his 'extermination' policy.

War's outbreak found Generalmajor von Eßtorff on the Western Front in command of 68th Infantry Brigade, attached to Crown Prince Wilhelm's Fifth Army (XVI.AK, 34.ID) He was wounded at Dannevoux in September 1914 and spent the next eight months recuperating. He returned to active duty as a divisional commander, spending the last year of the war in charge of Generalkommando 60. Following the war, von Eßtorff temporarily served as military governor of Königsberg[8th Army] and later commanded a corps in the Reichswehr. He was placed on inactive reserve status in April 1920.

The man on the left of the photo with Gen. Botha is Franke. As can be clearly seen he is a worried man as the surrender must have worked on his nerves.
