Hello Arto,

Yes, the cord appears to be a lanyard for a whistle. I think the cufftitle might be Hohenstaufen (9th SS), but that is just a wild guess based on the partial view of the first letter, since not much of the writing is visible.

At some some moment I was reading "Prinz Eugen", but you might have a reason. What is curious is that the uniform belongs to Untersturmfuhrer, but there is nearly no decorations/medals, except the two ones.
