I had some doubts too, but the article by Pierfranco Mastalli "Colico 28 aprile 1945. La resa della colonna tedesca. I comandanti Gek e Sam nella Resistenza", published in "Archivi di Lecco e della provincia", year XXXIV, n. 2, April-June 2011, provides useful information about the capture of Mussolini, included the photo of the original handwritten document of the agreement between Fallmeyer (whose signature is sufficiently clear) and the partizans.

Is this document readable? It would be interesting. Birzer too spoke about Fallmeyer, but appearentely nobody has info about him..
